What is CBAM and how does it affect the steel industry?
EU Steel Regulations 2026: What to Expect From 2026, the steel market will face important regulatory changes that are expected to affect steel pricing and supply across the EU. Two developments in particular – the introduction of the Carbon Border Adjustment Mechanism (CBAM) and revisions to EU steel import quotas – will influence the broader steel value chain.
Carbon Border Adjustment Mechanism (CBAM) As of January 2026, the EU will apply a carbon-related charge to certain imported goods, including steel, under the Carbon Border Adjustment Mechanism (CBAM). The objective is to reduce CO₂ emissions and ensure fair competition between EU and non-EU producers. All imported steel will be subject to a CO₂ levy, payable by the EU importer. While the final levy levels have not yet been confirmed, market estimates indicate a potential steel price increase of approximately 5–15%. Shifts in sourcing — such as higher demand for EU-produced steel — may further affect market prices.
Impact and ZND’s Approach Our resellers and rental companies purchasing products from our Dutch or Polish factories will be supplied with CBAM-compliant products. This means in this case no action is required for all European customers.
For deliveries from our UK factory to EU-countries, we have developed a CBAM-compliant service. If applicable, we will contact our customers individually to explain this service. Our focus remains on transparency, continuity, and support. We will continue to provide clear communication, accurate product and emissions data, and reliable supply routes as the regulatory framework evolves.
